Find a Veteran Service Officer

Veteran Service Officers, or VSOs, help veterans and their families understand and access the benefits they have earned through military service. They can assist with disability compensation and pension claims, health care benefits, education benefits, military records, survivor benefits, and other state and federal programs.

County Veteran Service Officers throughout Oregon are trained and certified through the Oregon Department of Veterans' Affairs (ODVA). ODVA also maintains resources for Tribal veterans, student veterans, and veterans seeking specialized services.

Oregon Veterans' Emergency Financial Assistance

The Oregon Veterans' Emergency Financial Assistance Program provides one-time emergency financial assistance to eligible veterans and their immediate family members who are experiencing an emergency financial need.

Assistance may be available for needs including:

• Emergency or temporary housing

• Rent or mortgage assistance

• Utilities and insurance

• Emergency home repairs

• Emergency medical or dental expenses

• Emergency transportation

Payments are made directly to creditors rather than applicants. Veterans seeking assistance should contact a Veteran Service Officer or veteran advocate for help applying.

Oregon Veteran Home Loan Program

Oregon is one of only a handful of states with its own veteran home loan program. Since 1945, the Oregon Department of Veterans' Affairs has provided approximately $10 billion in low-interest home loans to more than 340,000 veterans.

The ODVA Home Loan Program is separate from the federal VA Home Loan Guaranty Program.

Eligible veterans may qualify for fixed-rate financing for an owner-occupied primary residence in Oregon. Financing is available up to the applicable Fannie Mae loan limit, and eligible veterans may use the ODVA home loan benefit up to four times during their lifetime, with only one ODVA loan open at a time.

Oregon Veterans' Homes

Oregon operates two Veterans' Homes providing skilled nursing and long-term care for eligible veterans and family members.

Care at an Oregon Veterans' Home is an earned benefit available to qualifying veterans, their spouses, and eligible Gold Star parents. Admission requires that skilled nursing care is medically necessary.

Employment and Career Resources

Veterans can receive employment and career assistance through WorkSource Oregon. Specialized veteran employment services can help eligible veterans overcome barriers to employment, connect with employers, develop job-search strategies, and access training and career resources.

Veterans and eligible spouses may also qualify for priority of service for certain employment and training programs.

Education and GI Bill Benefits

Veterans, service members, and eligible family members may qualify for federal education and training benefits, including the Post-9/11 GI Bill and other VA education programs.

Benefits may help cover college tuition, vocational or technical training, apprenticeships, licensing and certification tests, and other approved education and training opportunities.

VA Health Care

Veterans who meet federal eligibility requirements may qualify for health care through the U.S. Department of Veterans Affairs. Eligibility depends on factors including military service, discharge status, service-connected disabilities, income, and other circumstances.

Eligibility has also expanded for many veterans exposed to burn pits, Agent Orange, and other toxic substances through the PACT Act.

Manage Your VA Health Care Online

Veterans enrolled in VA health care can use My HealtheVet on VA.gov to manage many aspects of their care online.

Depending on eligibility and availability, veterans can:

• Refill and manage VA prescriptions

• Schedule and manage appointments

• Send secure messages to their VA health care team

• Review medical records

• View lab and test results

• Order certain medical supplies

ODVA Conservatorship and Fiduciary Services

The Oregon Department of Veterans' Affairs provides professional fiduciary services for eligible veterans and family members who need assistance managing their financial affairs.

ODVA's Conservatorship Program can assist with managing income and assets, paying bills, corresponding with creditors, managing property and investments, and other financial responsibilities. ODVA also provides representative payee services for eligible veterans.
