Comments in Favor of SB221

Good afternoon.
Thank you for allowing me to come here today and share with you some thoughts about Senate Bill 221.
For the record, my name is Paul Evans, I live at 744 E. Main Street, Monmouth, 97361.
I am in favor of this bill.
Although it is a largely symbolic act, a small-scale solution if you will - it is a significant step in the right direction.
Recognizing the need for an investment in teachers in targeted areas makes sense.
As Mayor of Monmouth, I must confess that I am uncertain whether this measure will directly impact our school district: Central School District 13J is a rural district but it may not meet the criteria once it is established.
I say this only because I would be here, today, either way.
If government is of the people, by the people, and for the people - and I believe it is, then we must demand an educational system that provides for all the people.
Translated: we must provide an education and training system for all the people's children.
I live in a semi-rural area. My family comes from a very rural area.
I know the challenges of finding talent for work in rural Oregon.
It is important to recognize that whether you are from Portland or Prairie City, Bend or Beaverton, we have a shared interest in making sure Oregonians are prepared for the economy of tomorrow.
This suggests that students should not suffer because of disparities in relative wealth among our school districts.
Let's be honest. $1,000.00 bonuses (by themselves) will not be enough to solve the enduring problems of our education system.
We have much work to do.
However, providing signing bonuses to those willing to take up the challenge of working in rural Oregon and in areas of extreme economic hardship will pave the way for the reforms that must come.
You have much on your plate. Your time here will be filled with a host of decisions. I believe that this will be one of them.
On behalf of the students and the parents that couldn't be here today, I am asking you to pass this measure and renew the real promise of Oregon: the promise of opportunity found.
