Veterans Service Officers

From helping veterans to file claims for education, medical or other benefits to assisting them in obtaining earned military awards or lost records, ODVA and its county partners, continue to help Oregon veterans and their families to improve their quality of life. VSOs are accredited and certified professionals who are experts in veteran law. There are VSOs in every county across Oregon, in many national service organizations, and at the Salem and Portland offices of the ODVA.

ORVET Home Loan & Home Insurance

Since 1946, the Oregon Department of Veterans’ Affairs has helped more than 334,000 veterans realize their dreams of owning a home, loaning over $7.5 billion to veterans. ODVA offers a state veterans’ home loan that is an additional and distinctively separate benefit from the Federal VA Home Loan Guaranty Program. The current maximum loan amount is $417,000 for a single family, owner occupied residence and veterans are now eligible to use the loan as a lifetime benefit. The program is designed specifically to provide veterans the lowest interest rate possible. ODVA takes pride in achieving consistent high levels of customer satisfaction, and makes every attempt to be flexible and provide and easy application process.

Veterans' Homes

“The Oregon Veterans’ Homes provide comfortable residences for veterans who have honorably served our country, or for their spouses, who are now in need of skilled nursing and rehabilitative or Alzheimer’s care. Located in Lebanon and The Dalles. Care at the Oregon Veterans’ Homes is an earned benefit available to veterans, their spouses and parents who had a child die while serving in the U.S. Armed Forces. To be eligible for this benefit, qualifying veterans must have served as defined by the U.S. Department of Veterans Affairs (Federal VA) and received an honorable discharge from their branch of service. A physician’s recommendation that skilled nursing care is needed in order to be admitted into either Veterans’ Home.

ODVA Conservatorship Program

Oregon Department of Veterans’ Affairs (ODVA) Conservatorship Program serves veterans, their surviving spouses, minor children or helpless adult children of veterans, and dependent parents. Our professional Trust Officers are dedicated to assisting Oregon veterans manage their financial affairs and property while helping ease the burdens often associated with paying bills, collecting funds on debts owed by the veteran, corresponding with creditors, buying or selling real-estate, or other investments. ODVA’s Trust Officers are experts in Oregon Laws and Administrative Rules and USDVA law and regulation. possible they work closely with interested family members in planning for the welfare and best interest of the veteran, their spouse or dependent.

Oregon Veterans' Emergency Assistance Program

The Oregon Veterans’ Emergency Assistance Program is for veterans and their immediate family (spouse, unremarried surviving spouse, child, or stepchild) who are in need of emergency financial assistance. Assistance is granted one time only and average award amounts vary. Emergency financial assistance includes, but is not limited to, emergency or temporary housing and related housing expenses, such as expenses for utilities, insurance, house repairs, rent assistance, emergency medical or dental expenses and emergency transportation. All payments are made directly to payees/creditors. To receive this grant your application must include a workable plan for future sustainability – how you will meet your future monthly living expenses and obligations. Call your local County Veteran Service Office Veterans Service Officer or ODVA at 503-373-2085 to talk to someone about your needs.

Veteran Benefit Magazine

The ODVA has published a comprehensive 40-page Veteran Benefit magazine containing detailed and updated information on all state and federal veteran benefits.”  The magazine is available online.

Selected Federal VA Benefits

A person who served in the active military service and who was discharged or released under conditions other than dishonorable may qualify for VA health care benefits. Reservists and National Guard members may also qualify for VA health benefits if they were called to active duty by a federal order.

Federal Education Benefits

Going back to college has never been easier for veterans. The VA has multiple federal educational and training benefits like the Post- 9/11 GI Bill which is a program for individuals who served on active duty after Sept. 10, 2001.

eBenefits is a powerful online support website that allows veterans to apply for Veteran Benefits Online (VONAPP), access VA payment history, and check on Compensation & Pension status. Service members and their family also have access to their personnel information, DoD TRICARE insurance, educational benefits, and eLearning opportunities.

American Women Vets’ Association
